my car tends to over heat while sittin still, but fine when driving, i guess the wind helps it cool down....
does anyone know how to check to see if its the fan or the sensor?
finally, does anyone know how much it would cost to get it fixed?

On your 2004, I think you should have two electric fans. Even if the engine is cold, if you start the car and turn on the AC, both fans should immediately come on. Do they? If so, are they blowing hard enough? Is the coolant in the radiator full and in the overflow reservoir between min and max? If so, when was the last time the coolant was changed?
AC fans should engage withing 30 sec of turning the AC on.
I'm willing to bet your fans are bad. Perfect scenario of fans going out that you just described.
Let your car idle. If the needle moves at all then pop your hood. both fans should be fully engaged on high speed. If not - your fan(s) are bad.
