Not quite sure what you're asking, but I'll make a guess. The rev limiter is set at 6600rpm (at least on my '04 coupe) and protects the engine from damage if you rev it too high. The limit can only be changed by reflashing the ECU.
I'm guessing you're talking about the stall speed of the torque converter, which is the peak engine RPM with the transmission in gear and the vehicle being held at a stop (about 2400rpm or so). Since the torque converter is a mechanical device that connects the engine to the transmission, the stall speed can't be changed without installing a different torque converter.
Pulling the VDC fuse in the engine compartment turns off the VDC and ABS, allowing you to spin the wheels freely in a burnout if you wish, but does nothing to affect the rev limiter or torque converter.

Technosquare can re-program your ecu for roughly 500$ and they change the rev limiter to 7200 and also takes off the speed limiter. Plus they re format the gear timing and found that when you slam the gas pedal, the stock ecu actually closes the throttle flap by 20% as it approaches the rev limter. A bunch more info is avaliable at their website technosquare.com - Has anyone re-formatted their ecu? I was looking to do so through technosquare and was curious if the benefits were as good as they really sound?

technosquare should be like #5 or 6 on your list.
Makes no sense to get the ECU if you haven't done your intake/exhaust mods first. Yes, you can always update/re-flash at $150 a pop, but why do it just for the rev limiter. + if you are not in SoCal, it's pain to keep waiting for Mr. Mailman to bring your car's brain home.

I have a question as well ... When you take your VDC off ... and u brake stall and Launch at about 2k Rpm.... sometimes it feels like, something is hold back all the engine out put... does this mean even though VDC is off .. engine output is still being reduceD? .... HELP! ... is brake stall and launch still the best way for an 5AT to launch? ...
