If anyone is a scammer, it's you bro. You said you shipped the package to him and according to your OP you were going to ship USPS Priority and with Priority Shipping a delivery confirmation number is included in the price at no additional charge. So if you could prove that the package was delivered to him by using the Delivery Confirmation number that was on the receipt fom the post office, then I'm sure he wouldn't have claimed this through PayPal.
That being said, I've added YOU Jeff92se to my "Do Not Buy From List".

Um what? I confrimed that the package was delivered. I note you're from the same town and state. I'll have to dig up the confirmation receipt and post it here. but I remember distinctly that the package was indeed delivered.
I didn't charge him anything extra. So he has my parts and the payment in his hands. I have nothing.
He didn't even try to contact me through email or pm here.
I have not had one dispute or charge reversed. If it was a simple mistake and he has the parts, he needs to re-pay me the funds and I'd be happy to reverse all comments and give him a positive iTrader rating. I see he's reviewing it now.

He doesn't have your parts. He's my buddy and if he wasn't driving from East TN right now he would be posting in here.
If you shipped it via USPS Priority like you stated that you would, there is no extra charge for Delivery Confirmation. Which is essentially a tracking number through USPS (the post office). If you can provide a valid delivery confirmation number to him then he will do whatever it is in his power to get this straightened out. If the post office lost the package and insurance wasn't purchased by you, then it's your bad b/c you didn't offer insurance. But I can also say that the many of things that I've shipped and received from the post office in the form of car parts has never been lost so the chances are slim that they lost it based on my experience.
Also, he did contact you before claiming it with the post office. He's asked you for a tracking number/delivery confirmation number and you never gave him one. If you can give him that he will figure out what is going on before buying these pullies elsewhere.
I'm trying to give you the benefit of the doubt but unless you can give the man the number the doubt is definitely there.

Though PM, I confirmed that it was delivered and he was supposed to check with the USPS office.
I'll try to see if I still have the confirmation information. I might have thrown it away once I confirmed it was delivered.
This was the last pm from him:

He says he asked 2 or 3 times and never received one. Without this number the post office wouldn't have been able to help him.
I'm gonna step out of this but to me, it looks like you never shipped it.
