That same email was going around here in Texas also. Big news update that it was not true.

I'm too lazy to find the link, but I think it started in June and is supposed to last a few months. It's some sort of study on reducing traffic speed relative to excessive fining...
duval, brevard and broward counties. my buddy works for the fdot in tally and sent me the info the day it was announced.
