All Pay Pal can do is "reverse charge" any remaining money in his PayPal account. If he has removed it, there is nothing to return.
Your at least covered and can do a charge back on your CC if paypal can't do anything for you. If its a known person in the forum with alot of feedback then I have no issues using my checking through paypal.
we should only buy from people on here that are trusted by this site or by a friend or something like that ! there has been alot of scamming going on here lately and its starting to **** me off !

When a claim is filed paypal sends the seller a message stating if you do not provide us with a tracking number or proof of shipment within a number of days we will take action. After the seller (which is the scammer in this case) refuses to act paypal takes the money directly from their bank account and sends it to you.

^^ you didnt do something right...... I bought a big money item on ebay over $800 and the seller never sent me the product nor responded to my emails. Paypal sent me back all of my money.

They can't pull anything out of his bank account without his permission or a Court order.

I filed a claim. They sent a "strongly worded email" to the seller. After 10 days with no response, they went into his account and found $32 and returned it to me. They never checked on it again and closed the claim. I have no recorse because once PP closes a claim, it cannot be re-opened for any reason.

Dude that makes no sense. If this was true everyone would be getting scammed. Thats not how it works.... Paypal gives all your money back not whatever is in his paypal. They dont need a court order, its stated in the paypal user agreement when you register. Paypal can take it out of their bank account.
Scammer gets his money takes it out of the account but leaves enough so account won't be closed in case he runs the scam on someone else he has some where to get his money from.
Thats why I said paying by CC through paypal will give you more recourse of getting your $$$ back in case paypal can't.

Your credit card acts as a firewall... at the end of a bad transaction, you can say "screw it" and cut up the credit card. You might take a credit hit, but that's better than losing big money.

Your credit card acts as a firewall... at the end of a bad transaction, you can say "screw it" and cut up the credit card. You might take a credit hit, but that's better than losing big money.

There are a lot of people on ebay that won't take PayPal with a CC for this very reason. If there was a way to hold the buyers money in escrow until the item arrives (confirmed with sig) then this would not be a problem.
Then I wouldn't judge them trustworthy enough to purchase from.
