Thats exactly it. The turbos suck some of the energy from the exhaust, and that energy is what heats up the cats, allowing them to do their job. Cold start emission testing is proving very difficult for any turbo manufacturer to get CARB certified. I think JWT may have even given up. Oh well.

Factory turbos are probably de-tuned and the stock exhaust systems restrictive enough to minimize the emissions. Plus stock turbos are usually pretty small. I'm just guessing here. I really don't know.

The ecu is programed to run very lean and with very little to no boost until the cat can heat up enough to keep the emmisions in check.......i think.

I think the supercharger gets CARB because no boosted air is going into the engine at start up, so the car pretty much starts up as if it was stock. The air is being released by the bypass valve and not going into the engine and effecting the O2 sensor. I think the factory turbo car's exhaust might have something to do with it passing smog. The turbos are spinning at startup and the air can't be directed anywhere but the engine. OBD II requires open loop cold start ups and they probably run too lean with turbos to pass emissions...just a thought.

I believe most TT kits will pass a regular smog test. It will fail in a visual inspection. You also cant have a BOV installed. I doubt HKS will get carb approved, I remember couple years back when JWT and APS, claimed they will get their TT kits carb approved. You still will be harassed by cops even if you have a carb legal Vortech or Stillen kit. Just the sound of the SC can get you pulled over. If you get pulled over and asked to pop open your hood, cops may still send you to have your car inspected, regardless if you have proof of carb# sticker for your SC kit. Just incase you have other parts that are not legal, like bigger injectors, no cats, TP, loud exhaust, etc. Thats Cali for you.
