Instrument lights go out when I turn on headlights

So when I turn on my headlights, the dash (instrument cluster) lights go out. Also, the headlights won't turn on unless I turn on the foglights. If I turn off the headlights, the instrument lights go back on. I pulled out the radio and the issue remains the same. Could it be the BCM? Anyone seen this behavior? TIA.

Are you sure the dimmer hasn't been turned down all the way? It's a wheel down by the VDC and trunk switch.

LOL yeah sounds like the dimmer is turned down to me --> but that doesn't explain the headlights only going on if the fog lights are on?

OK I feel retarded, someone did mess w/ my dimmer. Thanks much, Dave. However, I still have the headlights/foglights issue. Can't seem to figure that one out.

A bit of a wild guess, but check your fuses. In older cars, sometimes if a fuse would blow, the current would sometimes bleed over and use a fuse next to it, causing odd things such as this. I haven't seen this in a long time, but its an easy one to check.

That sounds like either the light switch or the BCM has gone bad.
