So I move from Washington state to California on a 12 month contract. I go to DMV to register, they say I need a smog check. I go to get the smog check and after waiting my turn for an hour the guy says my grounding wires are an illegal modification, I fail the smog inspection. Grounding wires. LOL!

yeah I hate my state so many laws and regulations I feel like if I change anything it will be illegal in some way or form. I have never heard of grounding wires being illegal though thats just too much.
No performance difference = no smog difference.
He didnt charge me. Just opened the hood, called me over, and said anything added that may effect the function of the OEM sensors etc is an automatic fail of the visual inspection. I just removed the obvious wires tonight and tucked the ECU one back behind the battery cover. Took like 5 minutes. Im going to go back tomorrow morning, but its just so stupid and inconvenient

All electrical equipment need a source, a positive and negative source. It could be the battery or the chassis. You can actually even use the alternator as well. The chassis ground the entire vehicle. Rather than running a wire say in the trunk for an amplifier all the way to the battery (although sometimes better) you can wire it in the rear onto the chassis. Stock parts use grounds, otherwise they won't work...and that moron tells you it doesn't pass smog? Speak to a supervisor.

Well, it passed, but barely. Was 54 ppm on the HC @ 15 MPH. Right at the max. Probably due to the reflash fuel ratio being based on testpipes being on before. Was richened up quite a bit over stock based on the dyno results. Or maybe cats not fully warmed up, who knows.
This smog deal only has to happen every 2 years right? Luckily I'll be out of here in a year anyway. Good thing they dont know how to do motorcycles yet because that thing would never pass.

It's every 2 years as you stated. I wonder how mine will go next year since i have a muffler delete. I may end up having to go to a place that would just give you the certificate that says you passed. Once I get smog passed, I'll get my custom exhaust with HFC so I don't have to worry about taking off and putting back on.
