I think the best thing people can do in such a situation is explain things fully to their own auto insurance companies; you should do it soon if the other party doesn’t come through soon. Your auto insurance company should be able to deal directly with the other party to get your bumper replaced, and if that doesn’t work either, it will advise you on the next best course of action, be it hiring a lawyer or contacting your State Insurance Commissioner.
