Question on nrg fender washer?

Ok so I assumed that these just thread through a hole with the included nut on the other side add some liquid weld and done. But this kit came with a hex bolt and sone sort of key. I have no idea what this is for. Any ideas?

It looks like u might have to pound those bottom metal piece in to the hole some how.

That looks like a rivnut. You need a special tool that looks like a hand riveter to set it. It is used to put a threaded insert into sheetmetal so you can install a bolt without having to get access to hold the nut on the backside. The tool will squeeze the barrel of the rivnut and sandwich the front flange and back side so it is permanently installed. You then simply install the bolt into your new threaded hole.

that looks like a simple manual setting jig for the rivnut. the black cylinder thing, does it have flat sides on the barrel so you can put a wrench on it? if so here's what you do.
  1. insert the golden looking thing into the hole all the way till the flange is bottoming out on the surface of the sheetmetal
  2. put the bolt thru the black cylinder and thread into the rivnut.
  3. make sure the rivnut is sitting all the way in the hole with the flange resting on the sheetmetal
  4. hold the back cylinder with a wrench and use another wrench to tighen the bolt. (this will pull the backside of the rivnut into the sheetmetal)
  5. tighen as hard as you can, you need to complely compress the rivnut.
  6. remove bolt and test your installation, the rivnut should not spin, if it does you need to tighten it more.
  7. if it does not spin you're done. you can install the new decorative bolt.
