Assuming this is a private sale and you're paying cash in full, then it would be wise to hold your ground on 16.5k. In this economy how many people do you actually think are paying full upfront on used $15k+ cars? Not many, and that's why whoever is selling this is gonna be getting flake after flake. Or they'll get bs offers like 'I'll pay your 11k now and can I make monthly payments?'. The ball is in your court, she was most likely bluffing on the other offer and 16.5k is still higher than trade-in anyways. gl

Yeah, for a private party sale you should be able to get them to at least 17K. One reason I liked getting mine from the dealer was that they included a 100K warranty, meaning that my car is covered until it hits 100K miles.
They said someone offered them 17.9K, they might just want you to think they have a lot of people looking at the car. You should be able to get a pretty good car for around $17K. Look on Autotrader too, and change the distance to like 150miles.

Distance shouldn't be a factor in your decision, if you find a great deal 500 miles away a plane ticket out to it should only cost ~ $200, then you have the joy of a long road trip home in your new ride. What a great way to bond with your new baby.

If you are making monthly payments from a loan, then get the cash or cashiers check, call her and say that you will come to her with 16.5k right that day and make the whole process easy. If she still won't take it, which would be stupid on her part if she needs the money, then it is up to you whether or not the deal is still worth it. Personally, I wouldn't do it and I would wait for her to give me a call back at some point, which would probably happen (and then I would low ball her even further down to 16k, cuz the ball would be in your court), but that is for you to decide.
Look, people put unrealistic values on their cars and are generally stupid and stubborn. Yes, she might find someone who comes to her with her asking price, but I highly doubt it. I've been looking for over 2 months now, in the same area as you (I'm in Philly) and I still see sooo many of the same adds over and over again for private sale cars priced over $15k. Under that number it seems to me that cars go faster, probably due to a higher willingness to negotiate with buyers who have cash and the mental aspect of it being under that price point. Gl with whatever you decide.
Edit: Also, this is a lesson for people who are trying to negotiate for cars while on a certain budget. Do NOT go see a car that you are willing to purchase on the spot from a private seller without something like a cashiers check that is a bit under your price point and some extra cash on hand. Sellers start doing funny things when you are no longer talking theoretical dollars and show them a check and cash that could be theirs in a matter of minutes. There is a HUGE psychological difference associated with this idea that has been proven over and over again by science. Anyone in sales knows exactly what I am talking about.
