Why dont you just do the towing hook plate installation, you can put it on when you need it, and take it off when you dont.

 

the only time i get caought in jersey without it is when they do those random roadblocks with like 10 cops standing in the road pulling people to the side without seatbelts inspection sticker and liscence plates, and whatever else they find like tints

 

thats what i thought... but yeah, i guess they can.
