i dont know if u can just have them install it on the older models, but i dont see why not..anyway it has a faster 15.1:1 steering gear ratio as opposed to the 15.9:1 steering gear ratio that comes with the car without the rear active steer package

Scootch, you can't just go out and buy it.
The rear active steering doesn't change the toe angle of the rear wheels at all...in fact, the name of the package is kind of misleading. There are sensors that monitor vehicle speed and steering angle, and adjust the camber of the rear wheels to aid in cornering and maneuvering. You also get a quicker steering ratio.
All I can tell you is that I have no idea that the system is working, but compared to my 03, even with the bigger 19" wheels, my new G seems to have better maneuverability at lower speeds (such as in parking lots, parallel parking, etc.) as well being easier and more natural to track through turns at higher speeds. The quicker steering ratio is also nicer for highway on and off ramps. Basically, the system just gives the car even better steering than it used to have, and feels more natural to drive than before.

Rear Active steer on the 06's should be a small control box with steering arms that come out of it near the diff..
How does it affect the car?? In a high speed turn you may feel it "slip" the rear end out on you a little. Feels like you are gonna loose it for a split second. Most people don't like the feeling, and tend to compensate when it kicks in. Most track drives will remove all of that stuff if they frequent track events.
Personaly I'd get it to have the faster steering ratio on my car.
