Actually you downshift when you race on a circuit, but not on drag race.
Downshifting is usually used when entering a corner to keep the rpm in the powerband so that you can pull out of the corner faster.
downshifting without rev matching will cause an engine brake and will slow down the car.

its really not that hard....launch the car between 3500 - 4000 rpms... i do a 3700 rpm hold then completly let out the clutch...feather the gas slightly to let off the wheel spin then just go. to power shift just dont take your foot off the gas while flooring it through the gears....power shifting is good for a race but not something you want to do constantly to your car.

I'm pretty sure there's no driving instructor that will ever tell you to powershift on a road course. The benefits are so minimal and the risk is so high for trashing the transmission and/or unsettling the car that it's not worth it. If you want to learn to drive stick well, learn to be smooth upshifting, then learn to rev match on your down shifting. Once you get that figured out, heel-and-toe should be next on the list. I think all performance driving schools teach heel-and-toe since it's critical technique to selecting the right gear when entering a turn.
