Set all your tires to 35PSI.

At idle?
Not sure what that could be if you are not moving.

If it's at low speed, that could depend on the type of tires you are running on. They may have become "out of round" while sitting still for en extended period of time.
another possibility is a bent rim.

At idle contradicts what you're trying to say.

I agree with kahboom on the tire thing. -10 is cold and tires could have flat spots from sitting. Does it get better after driving for awhile?

If it truly vibrates at idle (not moving) then you have something else going on other than tires.

Vibration at idle could be exhaust. Also check your rpms and see if they move, cause they should be steady.

I could be wrong but it could be something wrong with your ignition also. Plugs and wires etc.
