yes....even with the mods
buying a salvaged car is tricky, dont get me wrong there are good deals out there and just cause the car has a salvaged title doesnt mean it s a bad car, i have one myself, but the key is information, knowing why it was salvaged, and everythoing that has ever gone wrong with the car, look around dont jump on this just because it "MODDED"....if it were me id buy a stock one just so i could built the car how i want to, take the whole fun out of it if you buy it all modded imo...
also w/o the rims its maybe 2500-3000 in mods

well the mods are going such as the bumpers, and rims, the rest is fine. i want to do the exterior diff. my friend bought it with 11k miles so i know exactly what hpnd to it. even saw the pics, the driver side door was damaged and replaced as wel as the fender and morror. no frame damage, engine checked out ok, thats about it. so i guess 15k-17k seems fair?

I highly highly highly doubt all that was damaged and replaced was the driver's side door, a fender and side view mirror... In order to be considered a salvage title, a car has to be considered a "total loss" by an insurance company, usually meaning about 3/4 of the car's market value would be required to repair the damage.
If you have the car inspected by someone who REALLY knows what they're doing and everything checks out OK, I still wouldn't pay anything more than 12.5K for the car. Keep in mind that this car will ALWAYS carry the title of "salvage" and that the burden of re-selling such a car falls to you once you purchase it.
