why do lights flash twice when i lock the car?

Mode 4: Lock = 2 flash, 0 horn /// Unlock = 1 flash, 0 horn
FTW! How exactly do I program this?

IIRC = if I remember correctly

CONSULT-II is Nissan's own computer for diagnostic purposes but can do more such as advance timing, change sensativity of the auto headlight sensor, change how long the lights remain on in auto mode after the ignition switch has been cut ect, ect ect.

So would my local Infiniti or Nissan dealership reprogram my ECU using CONSULT-II to change some of those settings?

It depends if the dealer is familiar with the CONSULT-II program. Adjustment of those settings isn't listed in the book.

Cool, thanks for the info. Is there anywhere that you know of where the different settings which can be changed with CONSULT-II can be found?

The dealership should have a list of all programmable options. Last time I had them change something using the Consult they hit me with a $100 service bill.
