a NEST in my block???

more than likely it's a rodent's(mice/rat) nest. i found a rat trying to build a nest under the front cover of my 07 yamaha grizzly 700. it chewed a hole in my air filter, then went and chewed the control wires for the winch.
my remedy, a zip lock sandwich bag with small holes burned through it(using a hot screwdriver) filled 1/2 way with moth *****. stuck this bag under the front cover and they never returned...hehehehehe. only thing is, at times i can smell moth ***** when riding. oh well, better that then chewed up wires

We get stuff like that a lot in my yard because I live at the edge of about 20 15 square miles of conservation land and swamps, so my yard is like wild animal and bug kindgdom.
Your best bet for getting that out would be to use a fairly powerful vacuum with a slim extension on it and try to grab the nest with the suction power and weasel it out. Chances are that it won't fit out in one piece, so you might rip it apart in the process.. but who cares.. at least it will come out.
If that doesn't work, just try to fish chunks of it out with one of those long skinny grab tools with the 3 tongs that come out of the end. I can't think of the actual name of that tool, but it's used to pick up bolts and things(mostly nonmagnetic items) that are in tight places.
