I agree with most of the aforementioned posts; it's just too close to the sidewall to patch or fix. It might be safe for just highway driving, but if you do any kind of spirited driving where you're putting alot of cornering pressure on your front tires, forget it. I'd put a new tire on that and chalk it up as a loss. You'll face a much more expensive fix when the tire blows and you find yourself looking for a new rim.
