Wiper Blades not stuck all the way??

Ok so whens it snowing bad... I have to spray windshield wiper fluid so I pull on the stalk and fluid will squirt out but the blades will stop quarter inch from the actual resting place of where the blades normally stop, if I pull the stalk again they doing another wipe & then the got to the proper resting place... is that normal? is it because I did not pull the lever long enough? or is there something wrong?

In my old old car (1995 Oldsmobile) that I used to drive when I just got my license, it did the same thing, but I never had issues and once the weather warmed up and there wasn't ice or snow much that issue went away, you should be fine in my opinion but hopefully someone else can voice their opinion. its normal due to the force of ice and snow it pushs on the 1st wipe, it happens to me in my civic and g
