One of the better mods for the price would be a Motordyne 5/16th's ISO Thermal Plenum spacer.

5/16 spacer and MREV 2 from motordyne is a killer combo. Combine that with exhaust/header and a cod air intake and you could be looking at 275- 285 rwhp. When your all done, a tune could bump you 10-15 more, but seeing as how this a g35 it will cost you some serious cash for N/A worthwhile upgrades.

MREV2 isn't gonna do much good for his non REV-UP engine...
And there is no way he'll get 275 whp from just those bolt ons... more like 250.

But honestly it all depends on your budget.
I'd do it in this order:
5/16 spacer
Some sort of less restrictive intake
High Flow Cats or Test Pipes
Exhaust
Then a Tune

If money's not an issue then do headers and cams too, but you're looking at some serious $ for not that much more HP

The number the manufacturers tout is measured at the crank (bhp), and what we're talking about is how much you're putting down at the wheels (whp).

You lose a lot of HP in the process of putting it to the pavement. For example my 06 6MT is advertised as having 298 HP, but put it on the dyno and you'll be lucky to get 240 whp. More like 235. Even after all my mods and a tune I'm only putting down 266.

The 03 6MT comes with 280 AT CRANK, def no 280 whp! The 5AT comes with something like 265 crank hp, which is close to 200 or so whp.

Yes, it will (to a point). But getting a tune will be one of the last things he does if he even gets one, and its not gonna do s*** until then, so it should logically go at the very bottom of the list for when he's ran out of other go-fast mods and still has money to burn.

My comment was mainly in regards to the statement about the MREV2 and spacer being a great combo... which they are, on a REV-UP.
