Only if he was stopped. When you're moving, you can still turn the steering wheel without power steering without much effort unless you try to do a hairpin turn.... in a car, of course. If you're driving a big 4x4 truck with giant tires, then it'll be nearly impossible to turn no matter what the occasion.

Yeah check your power steering belt for slipping & cracking you may need a new one.

its a performance thing... i drove my friends dads boxster s and i was confused to as why the steering wheel was so stiff and he answered that you dont want your steering wheel going with the road at high speeds and also if you hit a bump going fast and dont want to turn your wheel at all and end up in the next lane over.

get in any sports coupe/car and the steering will be much stiffer compared to just a normal sedan

I noticed this too. I thought it was since the car was RWD.

The other 3 cars we have are FWD and have a much more fluid steering wheel.

Another thing I noticed, the gas pedal is stiff. Also noticed this in a Mercedes and my friend's BMW.

My mother hates the way my G coupe drives. She says the steering is way to stiff and heavy and you feel every bump on the road. Her 09 camry steering feel is dead, brake pedal dead, and it felt like I was getting sea sick from the soft suspension.

Not exactly loose, but fluid. Honestly, I don't really mind, but I see what others are saying about turning it for parallel parking, u-turns, "self"-return, etc

Stiffness and body roll of the suspension noticeably affects the heaviness of the steering wheel. Put stiffer sway bars and your steering wheel will stiffen up noticeably.
