I havent looked but maybe you can reach it from underneath, vice grips did the trick for me. I tried channel locks but i couldnt get it stop spinning in the plastic clip.

there is a DIY here somewhere that details how to plug the holes using cheap plastic parts from Home Depot......

You might be able to get a dealership's detail man (guy that touches up bumpers and dings) to plug them and paint them fairly cheap. THis is what I'm going to look into. I really don't want to use the plugs.

you can get the bracket that folds the licenseplate under your bumper is pretty cool

If you're going to remove your front plate, don't put it on the dash. I was in the car when a friend of mine got pulled over. He got TWO tickets, one for not displaying his front license plate, and another for illegally displaying his license plate (on the dash). When he got the tickets he asked the officer if he would have only received one if he didn't have the plate in on the dash, officer said yes. Best bet is to keep it somewhere in the car so you can tell the officer you "just purchased" the vehicle and are going home to put it on.
