I want to make my tail lights so that outer ring constantly stays on rather than the outer ring just on as a signal. But when i turn my signal on i want it to still blink. Is this possible and if so how??

It's a lot of work. The "outer ring" doesn't even have a ring of LEDs that illuminate. Just the signal bulb underneath.
Therefore, you have to take LEDs from another taillight. E_K used some from a 2005-2006 G35 sedan and later a 2007+ G35 sedan.

i dont want to put leds i just want the signal bulb constantly illuminated, but still function as a signal, and then do away with the trapezoid (which i know is possible)

 

I think you're confusing people. Do you want the turn signal illuminated (I'm assuming not) or just want the LED ring (= brake light) constantly illuminated without having the other trapezoid LEDs on?

 

i think he wants all of the lights on at night. outer turn signal, middle led ring, and inner trapezoid leds on. but when you turn, the outer turn signal alternates between on and off. when you turn off the turn signal, the turn signal will remain on, rather than off.

 

exactly what davidxu said, except for the inner trapezoids being on, i want to permanantly disconnect them

i have a sedan, so i'm just guessing here.

for the inner trapezoid, you can just pull the plugs out for it, then it should be off?

for the turn signal, There is a turn signal mod on this forum that does what you want to the side markers, instead of in your case, the rear turn signals. i'm sure you can just splice a wire from a constant power wire and connect to the rear turn signals, while retaining another wire for the turn signal blink? i'm not sure, just guessing
