Its on the the hood on the right side... Not really sure if its fixable with a buffer or not...

That's really difficult to tell from a pic, your best bet is to take it some where that has a high speed buffer/compound. Rotary buffers like I use/have won't do near the job as high speed....

I took it to a body shop and had them look at it looks like it was from the previous owner trying to buff the hood and got carried away and went to deep.... Time to find a good body shop

if as you say it is buffer burn, it is not fixable. the previous owner has buffed through the clearcoat and the only way to fix it is to have it resprayed.

Hey OP, next time use Macro mode on your camera. Also pointing with your finger to help the camera focus is good too.
