hood hinges bend regularly? BS??

Well, yeah they do touch each other in the process of pulling up the hood. Only way I can fully open up the hood is by sacrificing my fender by getting it bent by the engine hood. Also chips off the paint as well.

Don't use WD-40, use PB-Blaster or SeaFoam Deep Creep. That will free the stuck hinges. You should be able to get at the hinges even with the hood closed if you use the little straw that comes with most spray cans and sorta angle it through the crevice between the hood and your front fender panel. I did this on mine when my hinges were stuck and was able to free it up enough to open it without damaging anything and then i just liberally sprayed more Deep Creep into the hinges and worked it in by opening and closing the hood a bunch of times. I then cleaned up the excess, blew the hinges out with compressed air and liberally lubed them up with White Lithium grease. Haven't had a problem since, but I regularly lube my hinges up about once every 4 to 6 months now that I know they're a problem area.

At the moment, I am scared of rust forming because I can see the silver metal from the chipped paint on my Pearl White color G35.

Would a body shop be able to paint it and fix the bent?

I understand the fact I need to replace the hinges but the bent/chipped paint is what I am worried about atm.

I'd try a silicone lubricant like the ones you'd use while installing a short shifter before using WD-40 on anything.

I've owned my car over five years and I have yet to have a single problem of that type. I only open the hood to change the oil and nothing else. Oh, and once s week when I wash the car to dry it out. You guys must be doing lots of work on the car. Like, what?

The hood hinge problem mostly happens if you veeeerrry rarely open your hood. If you're opening your hood every week when you wash the car, that mostly makes you a non-candidate for serious freezing problems on the hood hinges.

I store my car all winter, but I don't have a garage, so that's why that started to happen on my car. During the driving season, I'm under my hood fairly often just checking up on things. You really should keep up on lubing those hinges though... it's a recommended maintenance item and easy insurance to help avoid a potential costly problem.

How about the chipped paint? Is it repaintable and rust prevented? Thats the only thing i am concerned about at the moment

How visible is it from outside the car? If it's not that visible, you could always just repair it yourself with some prep work and primer, then top it off with some touch-up paint. Or you could go the more expensive route and pay a shop to fix it, but it will probably cost you a good chunk of change. If it's just chips.... it's definitely repairable though.
