I bought my car with the headlights tinted it doesn't look bad because the cars black , But the low beam HID's are soooo dim because of it .
What would be the best K Hid bulb to replace the stock ones with so i can have better visibility through the tinted headlights ?

4300k is a stock bulb. Any higher that you go, you actually lose light output. The lower 3000k is yellow and used for fog lights.

^^it will get more blue and and purplish which is higher temp, but it doesnt mean it will light up the road better.
I love my 3000k yellow fogs becuase it allows me to see the road and pot hols at night.

4300k is yellow/white and will actually provide the most light on the road. 6000k is white/blue, which looks nice to me, but will actually provide less usable light. Anything higher then that and you will notice that it gets harder to see anything on the road.
If you plugged some 10,000k bulbs in your headlights, you would probably have a dim blue puddle on the ground.
On this page (did a quick search), they state that 12,000k bulbs should not even be used for driving at night (let alone with tinted headlights):

Tabris is 100% correct. 4300K will provide the most lumens(visible light), which is why that is what is used on stock cars. 6000k will add some nice color, with only slight loss in visible light. Anything above that you will start to notice a dramatic loss in visibility with a lot more color added. These adverse lighting conditions will even more apparent in poor weather such as rain.
I would either remove the tint, or learn to live with the lowered visibility
