How do I remover driver side card holder

How do I remove the card holder? It's the driver side on the headliner where handles usually are... Does it just snap off?

From all I have seen I believe it is part of the headliner. Does not snap off.

it snaps off, use plastic clip removal tool-, I removed it and installed a handle same as on the passenger side.
