Can I Fix this myself?

Well someone scraped my car and left. I don't have much experience with painting besides plasti-dipping my grille, but I don't wanna spend much money at the body shop. I've been doing some research on how to fix this, and it seems that i can sand it down, and the areas around it, prime, spray base coat, and then clear. I'm not too worried about orange peel because it's just the bumper, and in case i mess up I'm not too worried because ill just get it fixed at body shop. My question though

Is it too severe to do myself?
How much will touch up paint run me?
What sand paper do i need?
Will i need bondo, or filler?
How much will it run me all together?

Here are some pics, Don't mind the license plate, It's temporary because of my ticket.

You could DIY but when you add the cost of buying all the supplies a body shop could take care of it. It's not a big job but if it were my G I'd want it done right....Gary

Depending on how deep the scratch really is, I would hit it with detailing compound first. The paint transfer my come off and even if it is scratched, it will be MUCH less noticeable.

Compound and proper touch-up paint can work wonders!
