You really need to talk to the body shop to see how helpful they will be. The insurance will pay to fix your car as-is, meaning if you have 03 lights, the estimate will budget for 03 lights. If you want 06 lights, all you have to do then is pay the difference in price. If the shop is already removing the lights for paint, they shouldn't charge extra to install them. Same with the bumper, look at how much they're giving you for the OEM bumper, then shop around for the Nismo, again if it costs more you'll just have to come up with the difference.
It comes down to finding a helpful shop though, I know I helped a few people upgrade some aero parts way back when I was painting cars.

I had a very positive experience with Farmers a few weeks back when I had my rims (not OEM) stolen. I had no special aftermarket insurance just standard full coverage and my rims were so old they had been discontinued for several years prior to the theft. I had about 60% tread on my tires left, and my aftermarket lugs were fairly worn. The ins. co. basically researched what all of my lost parts cost new and cut me a check for that amount. I was blown away at how much they gave me, I really expected them to say "Sorry you get nothing". But that didn't completely erase my pain since I loved my rims and will likely never see another set on my ride any time soon.

yup its all up to the insurance. I recently got vandalized and got my subs,amp stolen and my dd scratched.
Insurance doesn't cover Subwoofers at all, but she was nice enough to authorize the shop to install me new ones if the overall total is less than the oem navigation system which was $2600. So i got my DD upgraded, better amp, custom box, and same but newest model subs.
