Maybe he's doing barrel races and needs to bang a hard E-brake assisted U-turn and crank the wheel all the way in the opposite direction. Haha. Honestly, I can't see any conceivable real-world need for this in a modern car for street driving unless you are trying to do complex steering maneuvers while talking on the phone at the same time. All my cars have always been manuals, and I still never felt the need to have one for steering assist while shifting.
The only time I could ever have made use of this was if I was doing donuts in snow and wanted to quickly snap the wheel all the way from one direction to the opposite... but this is easy enough to do using the wheel itself without a suicide-****.

Brodie ***** in the 21st Century?
History lesson: Back before bucket seats we only had bench seats so your g/f could sit next to you...very, very close. There were called "Brodie *****" mounted on the left side of your steering wheel. You could put your right arm around your g/f and drive with your left using the ****. I would guess PepBoys still sells em along with all the other goofy krud they sell.
