Painting wheels has progressed measurably since I painted the centers of my American Racing wheels gold in '78. They faded withing a year but I didn't mind repainting, they looked so good on my dark brown 280Z! With the rattle can paint available now to keep it from fading the solution is a clear coat that will work with the paint you're using! Even Pep Boys carries a vast amount of quality rattle can paint, pick a color and enjoy a morning project. Warning...getting your wheels clean enough to paint (Dawn dish detergent) and light sanding will be your biggest challenge! Once cleaned and masked off leave in the sun before painting so they'll dry quickly...have fun!

I'd be concerned that even with a little sanding the paint might not adhere well to the chrome. But I've never tested that theory so WTH go for it and see how it turns out.

Just a good sanding/smoothing and some good etching primer before paint

I would use an SOS pad on the wheels before painting them to get them cleaned up.Maybe sand paper on the rusty spots.. I painted my OEM Rays that were chrome and they held up ok...
