need a tune for test pipes
You don't NEED a tune but some test pipes will throw a service engine light. A tune is very beneficial to even a stock vehicle though so it's something you should still consider. Most folks wait until they have installed test pipes/hfc, cat back exhaust, plenum spacer, and mrev2 if it's a rev-up motor. That way you aren't basically "wasting" money on each tune along the way.
Have a muffler shop look at it, the flange might be damaged but those guys that work on exhaust systems for a living will spot things that you might not. I recommend a local reputable shop not necessarily a Midas unless they have employees that have worked there for a long time.

I understand the idea of better breathing leading to leaner conditions, but since decatting and installing a catback there's been more of a petrol smell noticed at standstill/backing up/coming to a stop. Wouldn't that indicate richness and unburnt fuel? Also the exhaust tips have some carbon on them, nothing excessive like a diesel but a 'healthy' amount.
Unless when you talk about leaning out, that's only for certain rev ranges. My o2 sensors still work good and no engine light was ever tripped. Been running this way for about 15,000 miles.
