Anyhow,
The bolt is designed to stop and/or limit excessive travel of the rack and pinion also, to prevent the wheel from over turning into a range which it will not function, or function outside of its safety zone.

It's probably just a latching point during the assembly process, all vehicles have them in all manner of wierd places.
This vehicle probably gets the engine/suspension assembled as a unit and that bolt is what the latching mechanism holds during that part of the assemble before the chassis is planted on to the drivetrain.
