Typically power cycling ballasts means bad ballasts. What EXACTLY did you buy, do you have photos, part numbers, pictures, etc. Where did you buy the stuff from?
Do BOTH headlights behave exactly the same, they strike then immediately cycle off?

Something else you should check, in the engine bay at the front of each wheel well is a ground wire, unbolt them, use a wire brush and thoroughly clean the lug, apply electrical anti-oxidation grease (DE-OX) to the connection when reattaching. Also clean both sides of the negative battery cable using the same brush/DE-OX method.
Do NOT use dielectric grease, anti-oxidation grease is CONDUCTIVE meaning electricity is designed to pass through it, it protects the surface of the conductor from corrosion, dielectric grease is NOT CONDUCTIVE, it is designed to prevent electricity from flowing through it and is only supposed to be used to cover a joint after it's been bolted together. The only time you EVER use dielectric on a car is on the high side of the ignition system to prevent your 25,000 + volts from leaking out.

Sounds like he is trying to run aftermarket ballasts on the original headlight wiring. I tried doing the same and got the same results. I had to wire my aftermarket ballasts through a relay to get them to light and stay on.
