Speedometer Jumping

I've had this problem since I bought the car. Whenever I'm accelerating the speedometer "Jumps" to an estimated MPH instead of just gliding up slowly. My cruze control will also not set, So I think it's a sensor or wiring problem with the speed sensors. Here's a link to a video I recorded of it doing the "jumping". I couldn't find anyone else experiencing this and has any ideas about this.

Plug in an OBD2 scanner and see if the data being transmitted matches the dash display. If the data rises smoothly but the speedometer jumps then the speedo probably died. If the data jumps just like the speedo does then you have a different issue.
