My cel came in and got codes p1148, p1168, p1031, p1051
Im new to these car readers and I'm not sure what I'm supposed to replace? My car had a gutted cat on one side, could that be the issue. And sometimes on a rare occasion the car will fail to start but usually will on the second try.
any help on what to do.

First check for intake and exhaust leaks, then remove the cats and use a borescope or inspection mirror/flashlight to check for melted spots on the element.
When both pop up at exactly the same time I usually suspect vacuum/exhaust leaks. Also spray some MAF cleaner in the MAF to rule it out.
Realtime OBD2 scan both upstream O2 sensors and make sure they are cycling properly.

I checked for any exhaust leacks by sticking a shop vac in the tail pipe and found air hissing out of multiple gaskets think that might cause the codes?

my scanner doesn't have the real-time capability is it possible to check the 02 sensors outputs with self-diagnostics. I'm looking up what reliable readings should look like from the upstream sensors I'm just not sure how to get the reading from the car. If I have to replace the sensors it's looking like the cost will be about 125 to 140 apiece (NTK brand.) I don't really think this is the time to experiment with eBay deals when the sensor is such a critical part of the system.
that being said id like to know if that's the problem first but a new tool expense on top of two upstream sensors would be a big hit. It threw the codes one time only a week ago. I reset the ECU that night to drive it home, it was raining, and haven't seen them since.
I do know it's not running the way it was. over the past five weeks, I've noticed the idle being off. it's so subtle that other people can't hear thru the exhaust but I know how it sounds like right after a full tune and it's definitely slower and has a lope to it still holding at 650, but like I said it's subtle. my gas mileage isn't great but it's a project car that I brought from the dead it was never good I just really didn't care but everything together suggests possibly worn o2 sensors at least.
