I was in the same group with an '04 CTS-V at an HPDE last fall. I could stay with him in the corners, but had no chance to keep up on the straights.

Could be. I've seen a few base CTS' that had several V appearance upgrades such as the wheels, wire mesh grill, dual exhaust, etc. to make them look more like the CTS-V. I haven't seen any go so far to put fake V badges on yet, but I'm sure its been done.
