What's the legal limit in NJ? Did he take a light meter to your tint? If not, you can request for proof, which he doesn't have.
As for the 'altering' part, one can only assume that something was changed or 'altered' to prevent getting caught by inspection. But again, where's the proof?

in NJ, you can't put tints on your front windows.. at all.

Did you roll down your windows when you saw him approaching your car (namely, your passenger side)? Could that mean 'altering' to trick him. I think you should contest the ticket, but that's my $.02

Maybe what the "altering to deter inspection" is the legal terminology for New Jersey on tint. Such as.. by tinting the front windows, you were altering them to deter inspection by people outside the car?

Just a thought..

I got tickets for my front tints aswell..in CA.. the cop was nice about it.. and said normally he's cool..but my tints were 12%.. and.. they were just too dark for his approval..

he did say that when it rains the try and snag more peopel for tints tho.. just an FYI.

'Altering to deter Inspection'. That's friggin' ridiculous. Sounds like he made up the offense on the spot. Were your doors closed when the officer approached your car? You may have been cited for 'Detering entry to vehicle to prevent busting of obvious drug lord', or since your wipers were on in the rain, 'Willfully mesmerizing officer with rhythmically moving exterior apparatus so as to deter upcoming doughnut break'.

Sorry, this one got my goat.

Cops like to be able to see inside the car, to see if you or your passengers are armed for example. I am told this is behind many tint laws. I am guessing this is what was ment be altering the car to deter inspection.
