If you want to clear the turn signal you can but, the bulb has to be amber. Thats the only way to get around it. So the clear lens is legal but it needs a amber bulb behind it.

Yeah You can get clear bulbs for the clear turn signal that light up amber. So you will see no orange unless the light is blinking or turning. It is legal.
