I have an aftermarket HID kit on my OEM halogen headlights and they glare. It's annoying, but its definitely not as bad as some civics I've seen! I'm waiting for the day that JDM manufactures an 03-06 projector headlight. Retrofitting is too much work IMO.

Borrow a Porter-Cable polisher and make the job even easier and get better results. You can even use a medium-cut polish like Menzerna PO106FF to do a great job of this.

That's because no light shines out!

Nah, jokes aside, that's most likely because you have a xenon headlamp housing. Halogen headlamp housings will always have glare such as what I have. See the attached fugliness.

Yeah I have the blackout ones. No rice glare. I believe thy are halogen housing.
