Will I need fender work?

You won't need any major fender work done, but it's probably a good idea to roll the fenders. The front might rub depending on the width of the tires and you might need a little negative camber. Rears should be okay.
Only way to know for sure is to test fit them on. That's how most people figure out their setups and that's how I figured mine out.
19x8.5 +20 225/40/19; -2.5 natural camber
19x9.5 +20 245/40/19; -3.6 adjusted camber
No rubbing with full tank of gas, spare tire in the trunk and 6 people in the car

here is a G sedan with 10's all around i dont think it looks bad. I will go with staggerd if I dont go concave, but im looking for concave wheels.

That offset is too high for the front, if it doesn't hit the suspension (which it will anyways) it will hit/rub/smash everything else. +30 MIGHT clear the inner front shock, but then at full lock you may have some clearence problems with arms or the body of the car itself. Even then you'll need to roll the front / rear fenders, and pull the front. Do research. Look at other peoples setups. Do some more research. Then make your decision.
