Heres what i do and what you can do if you have a rotary buffer:
1. Make sure headlight is clean.
2. Get an old buffer pad (i use a white polishing pad) and place some 3M headlight restorer on it.
3. Rub the 3m stuff around on the headlight, then hit the entire headlight with the buffer. Moderate pressure, but if a spot is being stubborn, add more pressure.
4. Wipe down headlight and reapply 3m stuff with a MF towel.
5. Apply A coat of wax, let sit for a couple minutes.
6. Do Step 5 a couple more times. I usually do it 3 or 4 times total.
