Cheap tires may always be noisy. Also if they are worn bad they will also be noisy. I had some nitto nt05's on mine and loved them... Until they wore out in 4 months and there was no warranty so I was sol. The bridgestones that came with them from the factory (re050 I think) are going to be the best for ya I would say. But that's just my $.02

^I have a brand new set of wheels for the winter months, so Im looking for something just for the summer and the odd rainy days. As far as budget Im not looking for something really expensive (between medium and high range); Im looking for something comfortable, that will last me a few seasons and tires thats not so noisy.

Depends more on the tire than the wheels. Stock size 245/40 rear on stock springs should always fit without rubbing, 255/35 with coupe springs in back I had to roll the fenders a bit. Also depends on your drop (if any). And you don't really want to mount 19s without a drop, your sedan will look like a 4x4.

I just put 19" coupe Rays on my 04 Sedan today. Running 245/40R19 rear and 225/40R19 front. Stock height for now (see photo). The fit is perfect. rears are basically flush with the top of the fender, but I think with anything up to a 2" drop there should be no problems.
Aside: I weighed the stock wheels/tires and the new ones prior to the stock. I just used and old bathroom scale so these numbers may be off by a lb or so, but the stock 17s with 225/55R17 tires weigh 44lbs each, and the new rears with 245/40R19 Continentals weigh 51lbs. The fronts are probably a little lighter but I didn't weigh them.
So expect the larger set to add between 22-28lbs to your curb weight, dependent on your choice of tires. .
Going to do a G/Z spring swap in the next few days, so watch this space.
Sorry for the crappy phone pic - my GF borrowed my good camera for the weekend.
