Can an AC fan be weak?

2003 G35 sedan, with 114K. The AC blows ICE cold while driving, but 20 seconds after I park or at idle while waiting for the light to go green the ac air becomes warmer and warmer. Turned out my AC compressor stops at idle, most of the time. I had a friend who is a mechanic look at it. He said that my AC fan is weak, it doesn't sound as strong as it should be, like most vehicles' fans do. I also noticed that while the AC is on and parked the temp gauge goes up a of notches or so. So any suggestions on testing the fan before replacing it? Any opinions are appreciated.

The ac is.most likely turning off because of the heat. I would see why your car is running hot at stop/idle. As for the fan. Check your ac filter to see if it is clogged. There is a DIY in here somewhere.

I know someone with the same issues. Replacing the AC unit fixed it.
