Do I need a new rack?

I took my car to a mechanic because my right boot on my steering rack is completely covered in power steering fluid.No signs of oil coming from the actual steering line just the right passenger boot itself.The mechanic told me I have to replace the entire rack but I was kind of confused as it is only the right boot that is leaking.The steering wheel is pretty hard but nothing that is not manageable.Anyways is the mechanic just trying to make money of me or is he right? Thank you

The boot is just a dust cover. There are internal o-rings that fail inside the R&P.

Probably not why it's hard to turn the steering wheel, that's typically the u-joint on the steering shaft. Spray it heavily with some lubricant like tri-flow.

Top off the PS reservoir weekly if you don't want to tackle the repair right now.

Yes, your rack is leaking fluid which also makes it difficult to steer since it's low on fluid! It won't get any better, replace the rack and enjoy the ride!

On a lot of racks you can buy the parts to rebuild it. I'm not sure if that is affordable for a Z/G but just throwing that out there.

Update:I left my car parked in my garage overnight and this morning I decided to further inspect the leak.As I was underneath my car I came to see a nice small puddle about the size of golf ball.I smell it but it doesn’t smell like oil but it’s a black liquid.I also notice that my sway bar along with some of my subframe and my alternator is covered in this leak.So it might not even be the power steering but a potential oil leak?? I literally changed my valve covers about 3 weeks and had no problems or leaks.My valve covers look dry and I see no oil around the spark plugs holes

BTW i should mention this leak I’m getting is where I found my steering boot leaking with the same oil on my passenger side

I did only think I found is that when I rubbed my oil filter and the thing that holds the filter I believe is called oil cooler is that it’s covered in oil.I heard people fix this problem by replacing the o ring but at the same time I think about could this bad o ring really cause my alternator and my steering rack to be covered in oil? They are pretty far apart from each other and I doubt they make contact

You should be able to see the oil cooler ring leak when the engine is running.
I replaced mine due to a similar leak - golf ball size on the ground and oil on the under carriage.

Doesn't take long to change, do an oil change and clean up the area before taking the cooler off, remove dirt and other junk so reassembly is clean.
