Absolutely, I know a cop in a smaller town outside Houston, and he will pull anyone over for not having the front plate.

I am a pretty harmless looking dude, cops seem to usually let me off easy, I know others that are not so lucky. I figure worst case is I get a ticket, and I put it on (the 04 aero bumper does not require holes), and go to court. They should let me slide....

I have not had a front plate on my Miata in 10 years (VA law requires front plates). In that time I've been pulled twice and explained I had removed it to complete a full wax on my car. I also mentioned the plate was in the trunk both times and I would be happy to put it back on. Cop gave me a warning and was on my way......
