How did nissan/Infiniti restrict Sedans to 260 hp?

I'm pretty certain my nearly stock 03 5AT could have gone low 14.3s at almost 99mph if I was running in 50 degree weather vs 70 degree weather and this is at a track 1100' above sea level. If I would have corrected my times like Motor Trend does for all their cars, my G would have run a 14.2@99mph according to them. I don't think my 03 is down on much power. Do you?

Let's be clear about this. Since it's me and my car, you'll get your panties in a bunch about my rounding. If it was someone else you wouldn't care
Truth be told, my car has run the following:
14.67@97.23 with a slow 2.34 60' (first run ever, idle launch)
14.49@97.59 with a 2.21 60' (2nd run, hotlap)
14.50@96.1mph with a 2.19 60' (2.5" shorter Drag Radials mounted, not ideal, forced shift to 4th 150' short of the finish line, car laid down when it hit 4th)
14.52@96.3mph with a 2.20 60' (hotlap, more of the same on DRs)
So there you have it, four runs total. Two on stock 17s and two on short 15" DRs which weren't ideal for the gearing of the car. Overall, it's safe to say the car is a mid 14 second car with above average trap speed when on the 17s. When people ask what it's done, I say a best of a 14.4. I'm not going to say 14.49@97.59mph. Ask any racer what they're best run is and they'll say "14.4". Hell even the announcers at the track and on TV say "14.4".
