I called VPP customer service and asked that exact question today as my car is still on order. They stated it was at the dealers discretion. I am figuring they would as it would not be good business for them not to.
In Southern California, 2 dealers had the configuration I was looking for a few weeks ago. Cerritos Infiniti and Santa Monica Infiniti both said no to my A plan.
BUT ... Mission Viejo Infiniti did a dealer trade with Santa Monica for their car and turned around and sold it to me for VPP pricing. I would highly recommend them!
A-Plan and C-Plan are both available at the time of this post.

Do I understand it correctly that the C plan includes: (copied directly from the VPP site)
"NNA and affiliate employee sponsored friends and extended family members
As I understand that, I can have a friend of mine who works for Nissan / Infiniti/or affiliate designate me as a "sponsored friend" and get the discount?? What exactly is an "affiliate" anyway? Like if you work for a Dodge dealersip but the "group" or "owner" of that dealership also owns an Infiniti dealership - is that an affiliate?

If you have a friend that works for Nissan, they can certainly get you a C-plan VPP number from him/her.
You'll need to get a copy of their business card or ID card and their empoyee number. The dealer has to verify you have the employee ID information.
