I don't doubt it, its not a HUGE increase in power. The vehicle does have two air filters both with there own inlet and outlet into independent throttle bodies, sounds like the right mix to gain hp with higher air flow. But I don't think there is a way we can really test this, unless someone wants to put a dyno on a truck and drive down the road at 60 with a G35 on it

When I saw an 07, the first thing I looked at was the air boxes. There is indeed a square scoop that protrudes from the air box to right behind the very left and right side of the grill. Going at 60mph would produce a ram air effect so you could gain a few extra hp at high speeds.
The weird thing though is that on the 07s the grill somewhat twists towards the end so it closes up. You could probably get a stronger ram air effect if that part of the grill was wide open.

I'm sure its functional. Like Speed said, you aren't going to notice 3hp. If Infiniti had claimed 15+hp at 60mph, then I would start looking under the hood for functionality.

Who cares? Honestly...its just 3HP. Stock the 07 is pretty damn quick from 306HP...so what is an extra 3HP at higher speeds? I dont mean to offend or disrespect you, but why are you being so nitpicky?

I put more narrow air tubes on my race bike and saw an increadible difference. People who go with wider ones complain that their bike is a "dog" now....
